ENVIRONMENTAL BIOLOGY

The management and disposal of wastewater is one of the most significant environmental concerns for the industrial enterprises. Discharges from industries into water bodies inform of wastes contain waste gases, solvents and residues from manufacturing processes. These calls for the need of waste management control measures to be put in action in order to reduce the amount of harmful discharges into the ecosystem.  This calls for the need of collaboration between the public and the private sector in ensuring it is safe for both animal and plant life. The challenge is to ensure that there is successful expansion and integration of water recycling into future sustainability in order to reduce environmental and health impacts by using technology to treat water to an appropriate standard. To achieve this objective the private sector might come in handy through its involvement activities leading to sustainable wastewater management (Ganesh  Keremane 2007 pp.240-260).
 
The public sector is the most suitable provider of public amenities due to its non-profit making motive, the ability to invest in projects that require huge capital outlays and also it does not exploit consumers. I think that the Bajugua project has proved its capabilities in terms of efficiency, compliance and performance and therefore it should be awarded the go ahead.  What is needed is ascertain the social value of the project, that is in terms of externalities since all the regulatory, financial, technical and risk factors have been considered.

According to the California green solutions website, sewage pollution from Tijuana is likely to worsen whether the proposed Bajuana plant is built or not.  This is due to flow of raw sewage that drains into the river. Majority of homes in Mexico are located in the upper reaches of the Tijuana river watershed and are not connected to any sewage collection system.  In my view, I suggest that sewage collection systems be connected to collect sewage wastes from these unplanned homes to prevent continued pollution.

The choices determining specific services that should be either be provided by the public sector or be given to the private sector has no uniform criteria of determination. According to Douglas Ayers, all unprofitable functions are governmental activities and conversely, profit making operations will be moved to privately owned organizations. Due to the increased demands for new and better services, the state should let the private sector provide the services as this would help in cutting down their expenditure.

The solution to the unending tussles between the US Congress and the Mexican government would be to mandate competitive bidding for the contract instead of giving favoritism to Bajagua project. Upgrading of the existing wastewater treatment facility should be funded by the congress.

The Bajagua Project was cancelled by the International Boundary  Water commission in May 2008. The decision made was the upgrading of the existing sewage treatment plant in San Ysidro on the U.S.-Mexico border. It argued that this move will improve the plants sewage treatment levels to meet the federal Clean Water Act standards (Surf world, 2008).
